One portal covers registering and bidding
Maine runs its vendor side through one portal, the Vendor Self-Service System. It is the single entry point to register, describe what your company provides, look for business opportunities, and respond to solicitations.
Registering gets you a User ID and a password. Those credentials are what you use for everything after: searching solicitations, asking questions, and responding. There is no paper alternative for the state layer.
The portal sits behind the Division of Procurement Services pages. Since October 2025 it is also where new solicitations are posted, so the account is becoming the only door to the state's bid listings.

Commodity codes decide what finds you
Your registration records what you sell as commodity codes. The state's commodity groups are organized by what is bought, not by who sells it.
The categories reach well past construction. One group holds custodial and janitorial services, grounds maintenance, landscaping, rubbish removal, snow removal and tree removal. Another holds catering. Office moving and delivery services sit in a third.
Pick codes the way a buyer would search, not the way you would describe your craft. A landscaping company that only checks a "landscaping" code will never see the snow removal solicitations it could win. What the state buys by trade shows how differently the groups treat different trades.

The email notices that do the hunting
Registered vendors receive email notifications for new bid opportunities, including RFQs, RFPs, RFAs, RFIs and pre-qualified vendor lists. Cancellations, amendments and award notices arrive the same way.
That notice stream is the working end of the registration. Reading every posting on the bid board is a full-time job no small business can staff. The notices filter the board down to your codes.
Amendments are the notices to treat as urgent. An amendment can move a deadline, change a scope, or add a form. A response built on the original document is a response to a solicitation that no longer exists, which is one of the ways bids get rejected.

The help desks behind the portal
Two phone numbers serve the system, and they are for different problems. Login trouble and password resets go to the VSS Help Desk. Everything else about a solicitation goes to the Office of State Procurement Services.
The state also publishes a registration and user guide, plus training videos for registering and for responding to solicitations. The videos are short and current, and they show the actual screens you will face.
Getting paid is a separate registration from getting work. The Vendor Activation or Change Form, which the state calls its substitute W-9, lives with the Office of the State Controller, not in VSS.

Pre-qualified lists are the second registration
A vendor account does not put you on a pre-qualified vendor list. PQVLs are separate lists, established through an RFP process for specific service types.
Agencies run mini-bids among the chosen vendors as work comes up. Many lists open enrollment at set times of the year, and the application is its own submission with its own deadline.

Questions
Does registering as a state vendor cost anything?
The registration pages and the portal itself describe no fee for vendor registration or for responding to solicitations. What a specific solicitation requires, such as a bid bond, is priced by whoever provides that item, not by the registration.
Do I need to register in VSS if I only want to sell to a Maine town?
Not for the town's own purchases. The state portal serves state agencies. Municipal buying runs through each town's own purchasing pages, though work funded with state dollars can bring state rules with it.
Can one person register a sole proprietorship, or does it take a company?
The registration records a vendor, and the responsible-bidder definition the state uses turns on integrity, performance record, financial status and delivery capacity. Whether the vendor is a person or a company is a separate choice, covered in the page on business structure for bidders.
What happens if my commodity codes are wrong or out of date?
The account maintenance feature exists to update contact information, addresses and commodity codes. Fix the codes when your offerings change, because the email notices that surface opportunities follow the codes on file.
