The state posts two kinds of solicitations

Services and commodities travel different roads in Maine, and the state names the two boards differently.

Request for Proposals carry services. They are issued under the state's procurement statute and rules, and the RFP page lists every one with its issuing department and due date. Request for Quotations carry commodities, used as a one-time buy usually over $5,000 or to set up a commodity contract at any dollar amount.

The pre-qualified lists worth more than the boards

A pre-qualified vendor list is a standing invitation. The state establishes each one through an RFP process for a specific service type, then runs mini-bids among the chosen vendors as work comes up.

The moving and furniture list shows how this works in practice. Three companies hold the master agreements. When an agency needs work, all the pre-qualified vendors are notified, and each responds with a proposal or a no-bid.

Orders above $5,000 go out as delivery orders against the master agreement. Orders of $5,000 or less can go out on a procurement card. Enrollment periods for these lists recur, so a business that misses one window can catch the next.

MaineDOT advertises highway work on its own schedule

Highway construction does not appear on the state's general boards. MaineDOT publishes a construction advertisement plan listing projects scheduled for advertising in the coming months.

Bids are received from any contractor, but awards go only to contractors passing the qualification requirements. Prequalification is required to bid on most construction contracts exceeding $300,000, and the notice for each project states its own requirements.

Federal notices sit on SAM.gov

Federal contract notices from every federal contracting office post to SAM.gov, including pre-solicitation notices, solicitation notices, award notices and sole source notices.

Anyone may search those opportunities without an account. An account adds saved searches, followed opportunities and interested vendor lists. Grants sit on a separate partner site, so grant seekers need a different door.

Towns buy on their own pages

Maine municipalities are their own buyers. A town runs its purchases through its own finance or purchasing pages, on its own calendar, with its own bid packets.

Portland, the state's largest city, posts its current bids and RFPs on a purchasing page under its Finance department, and publishes bid tabulation sheets and bid results alongside them. Smaller towns do the same at smaller scale, sometimes on paper at the town office.

Do I have to register anywhere to see Maine's solicitations?

The RFP and RFQ boards are public pages anyone can read. Responding is different, in that you must be a registered vendor to respond to an RFQ, and since October 2025 new solicitations are posted through the Vendor Self-Service System.

Is there one site listing every Maine government bid?

No. The state boards, MaineDOT's advertisement plan, each town's purchasing page and SAM.gov's federal notices are separate lists. Any page claiming to aggregate them all is a third-party copy, not the source.

What is an NOI and why would I read one?

A Notice of Intent records the state's intent to waive competitive bidding on a purchase over $5,000. Reading the archive tells you which agencies buy your commodity without competing, which is either a signal to court that customer or a lost cause.
