Reading the packet like an evaluator
Work through the solicitation the way the evaluator will: eligibility, forms, then price. Note every attachment the packet lists, because a missing form is a rejected response however good the price reads.
Find the contact rules and follow them exactly. Questions go through the system where the state has built one, and the answers publish as amendments everyone sees.

The deadline, handled like a deadline
Commodity quotes close at 2:00 p.m. local time on the announced day, and a response entered after the exact closing time is not recorded as received. Plan against that clock, not against the day.
Submit the day before where the system allows it. The afternoon of a due date is when every login problem, every forgotten password and every browser quirk arrives at once.
Keep your own copy of everything submitted. After an award decision, every submission becomes a public record under the Freedom of Access Act, and your competitors will read yours. Knowing that in advance changes what you write in the margins of your own price sheet.

The bond, priced before the bid is
Read the bid security terms early, because a bond is credit, and credit takes longer than a form. The packet names the face value, the acceptable form and the delivery clock.
On MaineDOT construction bids, the guaranty can be an electronic bond through the Expedite software or a faxed signed bond, with the original delivered within 72 hours after the opening if you are the apparent low bidder.

The clocks that outlast the bid
Mark the recurring dates the bid brings into your life. The SAM registration renews every 365 days. The Maine annual report is due June 1 at $85. The VSS profile needs account maintenance when contacts or offerings change.
On covered construction work, add the wage clocks. The payroll records get filed monthly with the authority, and the rates must be posted where the crew can read them.

Questions
What is the single most common preventable failure?
Timing. A response entered after the 2:00 p.m. commodity cutoff is not recorded as received, and a SAM registration still processing at submission fails the federal rule. Both are calendar problems, and both are preventable weeks in advance.
Should I attend the pre-bid conference even if attendance is optional?
Yes, when the work has a physical site. A walkthrough is the only chance to see what you are pricing, and the questions others ask there expose the weaknesses in the packet you would otherwise find alone, late.
Does the checklist differ for a town bid?
The town's own packet replaces the state's forms, and the deadlines follow the town's posting. The registrations do not carry over, because a town buys without VSS, and only work funded with state dollars brings the state rules with it.
What should I do the week after submitting?
Nothing but watch. Email notices carry amendments, cancellations and award notifications, and an amendment after your submission can change what you bid on. Wait for the award notice before spending against a win.
